The Incheon Metropolitan Government (Mayor Park Chan-dae) will gradually raise its allowance for farmers and fishers to around 800,000 won per household a year by 2029. The city also plans to expand eligibility to livestock and beekeeping households starting in 2027, aiming to support the public value of agriculture and fisheries.

Incheon said it plans to expand its allowance for farmers and fishers in stages in order to help stabilize their livelihoods and to enhance the public value that agriculture and fisheries provide.

The allowance is a program designed to provide stable income support to farmers and fishers while also backing the various public functions that agriculture and fisheries perform, such as the stable supply of food, the conservation of the environment and ecosystems, and the maintenance of rural and fishing communities. Beyond helping individual households manage their operations, it carries the character of a social cost aimed at preserving rural and fishing communities themselves.

This year the city paid 600,000 won per household in allowances, investing a total of 8,447 million won in the program.

The payment amount will rise in phases going forward. The city plans to maintain the annual 600,000 won per household through 2027, then raise it to 700,000 won in 2028 and up to 800,000 won a year from 2029 onward.

Eligibility will also be broadened. In 2027, the city plans to newly include a total of 365 households, comprising 259 livestock farms and 106 beekeeping farms, as recipients. With the door to support opening to the livestock and beekeeping sectors, which had been left out of the allowance until now, more households are expected to receive tangible help.

Kim Ik-jung, director of the city’s Agriculture, Fisheries and Food Bureau, said, ‘The allowance for farmers and fishers is a policy needed both to support the stable livelihoods of farmers and fishers and to sustain agriculture, fisheries and rural communities.’ He added, ‘We will continue to expand support that farmers and fishers can actually feel, reflecting the voices heard on the ground.’
