The Incheon government said on the 28th that new Vice Mayor Kim Seong-jung received his letter of appointment and began his official duties. The Vice Mayor for Administrative Affairs is the post responsible for supporting the mayor and overseeing the practical management of city affairs as a whole. With the position left vacant for about three months, there had been concerns that the momentum behind key policies was being weighed down.
Taking this vacancy into account, the new Vice Mayor dispensed with a separate inauguration ceremony and, immediately after receiving his letter of appointment, set about grasping pending issues, including receiving briefings on city affairs. Minimizing the inauguration procedures and moving straight into practical work is seen as reflecting his determination to quickly bring delayed municipal tasks back on track.
Vice Mayor Kim entered public service through the 39th Higher Civil Service Examination and went on to serve in a range of posts, including chief of staff to the Minister of Government Administration and Home Affairs, senior administrative officer in the personnel secretary’s office of the Presidential Secretariat, director of organizational policy at the Ministry of the Interior and Safety, and director of disaster response policy at the same ministry. He is regarded as a career administrative official with broad experience in the fields of organization, personnel, and disaster response at the central government level.
In particular, he has hands-on experience directing local administration as a whole, having served as Vice Governor for Administrative Affairs of Jeju Special Self-Governing Province and First Vice Governor for Administrative Affairs of Gyeonggi Province. His record spanning both central and local government has become the basis for assessments that he is the right person to steadily lead Incheon’s city administration under the 9th popularly elected local government.
Vice Mayor Kim said, ‘Drawing on a wealth of public service experience and know-how across both the central government and local governments, I will take responsibility for the significant duty of serving as the first Vice Mayor for Administrative Affairs of the 9th popularly elected local government and do my utmost.’ He added, ‘As Vice Mayor for Administrative Affairs, I will support Mayor Park Chan-dae wholeheartedly so that his vision and goals for city affairs can be realized without setbacks.’
With this appointment, the Incheon government has put in place a practical command structure that can now begin to address in earnest the key policies and pending issues that had been put on hold. Attention is turning to whether the city can reduce gaps in administrative services directly tied to residents’ daily lives and secure continuity in the management of city affairs.
