The Incheon Metropolitan Government (Mayor Park Chan-dae) carried out its 2026 Ulchi Exercise live drill against drone attacks at 2 p.m. on August 20 at the POSCO International Incheon LNG Combined-Cycle Power Plant in Seohae-gu. The drill was arranged to protect the region’s core energy infrastructure from increasingly sophisticated, complex security threats.

The Incheon Metropolitan Government staged a hands-on exercise in which civilian, government, military, police and fire agencies responded together to a simulated drone attack targeting energy infrastructure, one of the region’s key facilities. The city said it conducted the 2026 Ulchi Exercise live drill at 2 p.m. on August 20 at the POSCO International Incheon LNG Combined-Cycle Power Plant in Seohae-gu.

The drill was designed to counter increasingly precise complex security threats such as recent drone attacks, protecting energy facilities directly tied to residents’ daily lives and reinforcing the nation’s integrated defense posture. Because such threats are too great for any single ministry to handle alone, the exercise focused on having multiple agencies divide their respective roles and weave them into a single system.

Jointly hosted by the Incheon Metropolitan Government and Seohae-gu, the drill drew a total of about 150 personnel from 10 organizations, including the POSCO International Incheon LNG Combined-Cycle Power Plant, the Army’s 17th Infantry Division, the Incheon Metropolitan Police Agency, the Incheon Fire Headquarters, the Incheon branch of the National Intelligence Service, the Seohae-gu public health center, the International St. Mary’s Hospital of Catholic Kwandong University, and the Korea Electric Power Corporation’s West Incheon branch. From initial response to the restoration of facilities and the power grid, each agency carried out its actual mission while checking their mutual cooperation system.

Running for about 40 minutes from 2 p.m., the drill unfolded in sequence: a drone strike and explosion on a generator, employee evacuation and initial firefighting-squad response, first actions by the military and police, emergency rescue and fire suppression, the downing of a drone swarm and disposal of explosives, a joint anti-aircraft and counterterrorism investigation, subduing the drone pilot, and restoring facility damage and clearing debris. Each stage, based on a real-life scenario, was structured to help participants internalize emergency response procedures.

In his review, Incheon Mayor Park Chan-dae stressed, ‘Today’s drill is highly significant in that we directly tested our ability to protect core facilities that are directly connected to citizens’ daily lives, and since there is no boundary between the central and local governments when it comes to security, it is important to maintain an unshakable security posture.’ He went on to encourage participants, saying, ‘With drone-provocation capabilities in recent warfare advancing rapidly, this was an occasion to build our response system through realistic training in which all capabilities are integrated, more than ever before.’

Mayor Park said, ‘Through this live drill, with realistic training by civilian, government, military, police, fire and related agencies, we will strengthen an airtight crisis-response system in which everyone moves as one.’ Because the power plant is a key hub of the electricity supply, the drill amounts to a practical preparedness process to prevent blackouts and facility paralysis that could directly affect citizens’ lives in an emergency, making it closely tied to residents’ safety.
